Foreign direct investment has been the engine of Mongolia’s economic growth. FDI flows and stocks have risen sharply in recent years, but remain below their potential. In 2015, following the referendum in February endorsing the people's willingness to host foreign investment in the mining sector, the Prime Minister worked to restore investor confidence. According to UNCTAD, FDI flows were negative in 2016 (USD -4.072 billion). However, the Asian Development Bank (ADB) forecasts that FDI will increase significantly in 2017, thanks to the strengthening of the country's mining capacities, before stabilising in 2018, when the country will have maximised its coal-mining capacity.

In order to attract FDI, the Government launched a programme to improve the country’s legal framework. In particular, it decided to lift the moratorium on new mining exploration licences. However, foreign investors remain hesitant since the Government suspended 106 permits in 2014 due to a corruption investigation. Mongolia possesses numerous assets, including raw materials, sizable livestock and many other sectors with high potential for development (mining, food processing, telecommunications, tourism). All sectors of Mongolia’s economy are open to FDI. However, the instability of economic policies and regulations, its geographical isolation, corruption and an inefficient transportation system are important obstacles for investors. After several years of growth, Mongolia's business climate ranking has declined: the country ranked 64th out of 190 countries in the World Bank's 2017 Doing Business report (a loss of two places compared to 2016). Despite this decline, the World Bank has pointed out that significant progress has been made in terms of tax collection.



The sectors that attract most foreign investment are mining and, from henceforth, also the oil and construction sectors. In 2013, three large-scale mining projects were launched, including a new gold and copper mine co-financed by Rio Tinto. This project is expected to account for one-fourth of the country's GDP in the long term. However, opening of the mining sector to foreign investment is not without risk. For example, a rapid expansion of the construction sector, over a one-year period, may run the risk of over-representing the country’s real capacities.
Mongolia’s main investment partners are China, Canada, Russia, Great Britain and the United States.
 Foreign investors’ confidence tends to revive as a result of right and consistent economic policy and citizens’ income is increased and many enterprises have started operating profitably, following such economic growth and business activities.

“The government of Mongolia’s Action Plan 2016-2020” and “Main course of Mongolia’s economic and social development in 2017”, it is inscribed that Investor Protection Council needs to established, followed with facilitation of investment related dispute settlement and of favorable environment for the sustainable operation of investors.

In this scope, Investor's Protection Council is established based on an ordinance of the Prime Minister of Mongolia in Dec 2016. That council is composed of Chairman, 15 members, and Secretary and its main functions are to provide recommendations in regards to following issues, in order to protect rights and legitimate interest of investors invested in territory of Mongolia, to resolve cases of compliant and claims submitted in response to bureaucracy of public bodies and illegal activities, to prevent from potential risks, to improve legal environment for investment, and to ensure their implementation.

Furthermore, we believe that we should pay more attention towards ensuring the independence and regular operations of the Investor's Protection Council, in terms of human resources, budget issues and capacity development

Mongolian government is pleased to announce that the World Bank Group promoted Mongolia’s endeavor for investor protection and investment promotion mechanisms, and called for Mongolia to become a member of the “World Forum on Investment Policy Reform” initiated by the World Bank. 

Mongolian Government is working hard to convert Mongolia into one of the best investment destinations in the world and we believe that the involvement of the foreign investors here is very important for that. I would like to confirm here from this podium that Mongolia’s door investment is always open.

Erasmus University is inviting applications for Holland Scholarships. These scholarships are open to students applying for the Master in Commercial Law (both specialisations) or the Master in International and European Public Law at Erasmus School of Law.

The Holland Scholarship is financed by the Dutch Ministry of Education, Culture and Science and Dutch research universities and universities of applied sciences.
The scholarship is meant for international students from outside the European Economic Area (EEA) who want to do their Master’s in Holland. The EEA consists of the EU countries and Iceland, Liechtenstein and Norway.
In order to study at Erasmus School of Law, all students must be able to listen, read, speak and write fluently in English from the start of their studies at ESL.

Course Level: Scholarships are available for pursuing master’s programme.
Study Subject: Scholarships are awarded to study Commercial Law (both specialisations) or International and European Public Law at Erasmus School of Law.
Scholarship Award: The scholarship amounts to € 5,000. Students will receive this in the first year of their studies.

Scholarship can be taken in Netherlands

Eligibility:
  • Student’s nationality is non-EEA;
  • Students are applying for the Master in Commercial Law (both specialisations) or the Master in International and European Public Law at Erasmus School of Law;
  • Students have never before studied at an education institution in the Netherlands;
  • Students have to pay the institute tuition fee because you do not meet the nationality requirement;
  • Students must have achieved excellent study results in your prior education. This means an average final result of at least grade 8.0 (or the equivalent) during their prior education. For these purposes, prior education means: the previous bachelor in Law
  • You meet the specific requirements of the LL.M. programmes of Erasmus School of Law.
Nationality: Non-EEA students are eligible to apply for these scholarships.

College Admission Requirement
Entrance Requirement: Applicants must have bachelor’s degree.
English Language Requirement: In order to study at Erasmus School of Law all students must be able to listen, read, speak and write fluently in English from the start of their studies at ESL. When being admitted to our LL.M. programmes we expect all students to actively apply the English language when participating in the lectures, workgroups and group assignments.
  • University requires a minimum IELTS score of 7.0, or TOEFL score of 94 (Internet based)
  • EMLE students please check the EMLE website.
  • Students with a first or second degree with the English language as medium of instruction (please submit proof) do not have to submit a TOEFL or IELTS test report.
Netherlands Scholarships

How to Apply: Students who have applied for a master’s programme at the Erasmus School of Law and who meet the application criteria can apply for the scholarship between 1 November 2016 and 1 May 2017. The application procedure for the Holland Scholarship Programme is as follows:
Every application can be submitted by e-mail to the LLM office and need to include the following documents:
  • (Provisional) Admission letter
  • Motivation letter (including intended career path)
  • Proof of excellence during Bachelor of Law (Certified copy of Bachelor Degree including grade list)
  • In case you have not completed your Bachelor yet the average grade of the current year until the date of application applies
  • Description of financial position including a bank statement (that shows an amount sufficient for the living costs during your studies of 12 x €900) and an indication of the maximum amount that can be contributed by the prospective student and/or external sponsors
Application Deadline: The deadline for applications is April 1, 2017.







Master of Laws (LLM) Scholarship

This scholarship was established to provide up to four students each year with financial support to the value of $4000 toward the coursework costs of the Master of Laws (LLM) program.
Applicable to: International Students, Law, Postgraduate, financially disadvantaged, Masters Coursework, High-Achievers.

 Master of Laws (LLM) Scholarship  – LLM scholarships for domestic and international students enrolling at the University of Newcastle, Australia on the Master of Laws program. The school also offers a similar scholarship for the JD program, detailed here.

Eligibility

To be eligible to apply for this scholarship you must meet the following criteria:
  • Be enrolled in the Master of Laws (LLM) program in the Faculty of Business and Law
  • Be enrolled in the first year of the program of study
  • Be enrolled full-time (minimum 30 units)
  • Not hold another scholarship for the same program
  • Be an international student

If documentation is not provided your application will not be processed. Please have all required documents available for upload as PDF, DOC, DOCX, JPEG, or JPG files prior to completing the online application process.
  • A copy of your undergraduate transcript
  • A statement explaining your financial situation and how the scholarship would assist with your future studies.

Benefit

Two (2) scholarships will be offered annually. These scholarships provide $2,000 for the student's first semester in the program, and $2,000 for the student's second semester in the program, provided scholarship criteria are met and payable after satisfactory academic progress has been demonstrated.

Full tuition fee scholarships are available for students from any country (UK, EU & international students) enrolling LLM in Energy and Natural Resources Law program for September 2017 intake at School of Law, Queen Mary University of London – UK.

The scholarship will cover the entire tuition fee at Home / EU / International students rate.  These awards consist of domestic tuition fees payable for the nominated degree programme up to the value of $5,000. Graduate Awards are awarded solely on the basis of academic merit.

Purpose of award
In line with the University’s strategic objective of encouraging undergraduate students to proceed to graduate study and to research degrees, the University offers Victoria Graduate Awards to students intending to embark upon an Honours degree or a Masters degree, Part 1.
Selection criteria
  • The intended programme must include at least 90 points of coursework at either 400 or 500 level.
  • These scholarships are not available for post experience or vocational master’s degrees e.g. MBA, MLIS MMIS nor to students intending to embark on the fourth year of a four year undergraduate degree programme e.g. LLB, BTech, BEng.
  • Post graduate Diploma study will only be considered if it is recognized as Part 1 of a two year Masters course.
  • Applicants are expected to have achieved at least an A grade average (GPA 8.0) over 72 points at 300-level or above. At least 60 of these points must be in their nominated major or, for a major that requires less than 60 points, the additional points must be in a 300 level subject either in their major or in a related subject.
How do students apply?
  • Applications for these awards must be made on the forms obtainable from the Scholarship Website or from the Scholarships Office.
  • Enrolling as an Honours or Masters student and applying for a Victoria Graduate Award are two separate processes. The holding of a Victoria Graduate Award is conditional upon the scholarship recipient gaining enrollment into their intended Honours or Masters programme.
  • Applicants, other than those who have completed all of their study at Victoria, must include a certified copy of their academic transcripts from other institutions with this application.
  • Applicants whose degree has been conferred at any university other than a New Zealand University will be considered in two categories:
    1. Category 1: applicants from the UK, Ireland, USA, Canada, Germany or Australia must supply an original or certified copy of their university transcript.
    2. Category 2: applicants from any other country must have their transcript verified and assessed with a course by course evaluation by one of the below education evaluators:

Additional information
  • International Students are eligible to apply for this Award, however, tuition fees for International Students will be funded at the same value as that for New Zealand citizens and permanent residents.

  • Subject to the approval of the Academic Board, a Victoria Graduate Award may be held with any other award apart from an alternative fees scholarship for which the holder is eligible.
Decision makers
The selection of Award winners shall be made by the Scholarships Committee, a subcommittee of the University Research Council.
How and when do students learn of the decision?
By late December in the year of application. If you are unsuccessful you may be notified by email only. Please provide a clearly written email address if available.
Applications close 1 November each year.
What conditions are attached to acceptance of this award?
An Award shall lapse unless the Award winner, within 4 weeks of receipt of the official advice of his/her Award, completes and returns to the Scholarships Officer a letter setting out:
  1. his/her acceptance of the Award; and
  2. his/her intention of fulfilling the conditions attached to the holding of the Award.
The date of commencement for an Award shall normally be no later than the fifteenth day of March in the year following the year of application.
